# Regular Council Meeting

Regular Baldwin Park City Council meeting, October 7, 2026. The council approved, 5–0, an $80,000 time-and-materials construction administration services contract with La Canada Design Group, Inc. for the City Council Chambers Renovation Improvements Project (CIP 22-038), with a 10% contingency and no change to the stated fee. Because final contract language remained under review—including copyright provisions—the council authorized the CEO and city attorney to finalize it; staff agreed to email the revised language to the council before execution. The city also reported that Constant and Associates is assisting with the Local Hazard Mitigation Plan update under funding received from Cal OES and FEMA; the plan is undergoing agency review and is expected to return to the council for adoption, supporting eligibility for future mitigation grants and disaster-cost reimbursement.

Staff presented the 2026–27 storm readiness plan, including scalable response levels, facility preparation, and coordination with partner agencies. No storm-related spending or contract was approved. Council consensus directed staff to return with future recommendations on standby response capacity, phased fleet and equipment replacement, and related costs, labor considerations, and funding options; staff also agreed to explore resident emergency-alert options. The council separately introduced an ordinance to raise councilmember salaries, which passed its first reading 4–1; this was not a procurement action.
