# WILL COUNTY BOARD LAND USE & DEVELOPMENT COMMITTEE October 1, 2026

The Will County Board Land Use & Development Committee met on October 1, 2026, to consider zoning and special-use matters; no procurement, contract award, or purchasing activity was identified. Three commercial solar proposals—Arena Cosmos in New Lenox Township (ZC 26-051), Stillwater Solar in Manhattan Township (ZC 26-055), and US Solar in Green Garden Township (ZC 26-064)—failed to receive committee recommendations for approval and are scheduled to go to the full County Board. The Stillwater proposal included a five-megawatt community solar facility and a battery energy storage system limited by a proposed condition to five containers. Arena cited a proposed $100,000 community-benefit agreement with the New Lenox Fire Protection District and projected tax and subscriber benefits; members and residents raised concerns about land-use compatibility, farmland, drainage and wetlands, battery safety, cleanup, and impacts on nearby homes. US Solar agreed to limit pile-driving hours to 10 a.m.–3 p.m., but its application also failed to advance by committee recommendation.

The committee approved 6–0 a map amendment from A-2 to C-4 and three related special-use permits for existing landscape, equipment-rental, and portable-laboratory businesses at 13148 Maple Road. It also approved two extension requests by 5–1: one for a vehicle-storage and light-equipment-sales/rentals special use, and one for a commercial solar special use in Will Township. The committee received an update on the Land Resource Management Plan and continued outreach; no spending or procurement action was reported.
