# Lancaster County Council Committee of the Whole Meeting 8-12-2026

The Lancaster County Council Committee of the Whole met on August 12, 2026. The main procurement- and capital-project-related discussion was an update on the regional park. Staff reviewed the planned baseball and soccer fields, community room, concessions, splash pad, parking, and maintenance facility. The team is considering value-engineering options with the contractor, including pervious surfaces that may reduce cost and maintenance. The budget presentation reflected additional state revenue and a recent contribution from Roslyn bonds; a council member referenced $920,000 in additional revenue while asking whether a playground could be incorporated before grading advances. Staff said mobilization and site preparation were expected to begin August 17, with groundbreaking planned for August 25, and an estimated completion around October 2027, subject to weather. No contract award or procurement vote was reported. Council also raised possible funding and cost considerations for a second park entrance, hospitality-tax collection, and a future agreement with USCL governing use of the baseball field.

The council also received an update on the proposed Unified Development Ordinance (UDO), prepared with consultant White, Smith, and Cousineau. Public input sessions and Planning Commission review were underway, with council readings targeted through October 12 ahead of the residential moratorium’s expected November 10 expiration. Discussion covered potential revisions to open-space requirements, minor and commercial subdivision review, and whether substantive amendments would require another Planning Commission review. The agenda was approved unanimously; no spending or procurement motion was reported.
