# RHS School Board Meeting 08-25-26

At the August 25, 2026 Rock Hill Schools Board business meeting, the board approved the second reading of the capital maintenance reserve fund policy. It also approved the sale of the district’s general obligation bond (SKGO) debt to pay off 2015A and 2016C debt early. The CFO said the refinancing was expected to save slightly less than $1 million, with an additional conservative estimate of $550,000 in taxpayer savings. The district dropped a planned additional borrowing request of about $2.5 million; the debt-service millage was expected to fall from 52 mills to approximately 47, subject to the county auditor’s final calculation. The sale was scheduled as part of a statewide bulk issuance later that week. Both items passed by six votes, with no opposition recorded.

The board requested a September presentation on facilities and resource allocation, including the condition of the tracks at Rock Hill High and Northwest and plans to address potential deficiencies. Members also discussed the BoardDocs platform and asked staff to follow up on the status of its contract and available alternatives; no purchasing decision was made. Separately, the board approved an instructional technology resolution directing staff to bring forward classroom screen-time recommendations by the first October meeting and an ethical AI-use policy by the end of April 2027. The communication-plan work session ended with a motion to defer approval until the next full board meeting.
