# 9-15-2026 Regular Meeting of Greenwood, SC County Council

Greenwood County Council’s regular meeting on September 15, 2026, included an informational update on the Carolina Avenue connector, a project funded through the 2016 Capital Project Sales Tax (CPST), which allocated just over $2.44 million. The City of Greenwood described a proposed realignment and a cost-to-cure agreement with South Main Baptist Church, including an acquisition-related cost of $665,000. Approximately $1.7 million would remain for design and construction after that cost. The city said it was revising its existing design contract with Davis & Floyd for the new alignment and obtaining an outside review from KCI Technologies; council took no procurement vote on the project. The county finance report also noted about $258,000 in planned purchases and other open encumbrances rolling into FY2027. The county’s CPST program had fully funded the career center project and funded 23% of the fire master plan, which is expected to be fully funded between June and September 2027.

Other business included unanimous approval of a second-reading zoning change for the 39.11-acre Briarwood Place subdivision, from agricultural to master-planned residential zoning, and approval of appointments to a data-center regulations ad hoc committee. Council discussed concerns about kratom-related products and possible warnings or local ordinances, but took no action. Council also deferred a proposed millage resolution for a special public meeting the following week. No new contract award or bid approval was identified.
