# 10/6/26 Board of County Commissioners: Solid Waste

Kootenai County Board of County Commissioners’ Solid Waste meeting, October 6, 2026: The quarterly update covered landfill and transfer-station operations and several capital projects. Sellen was identified as the contractor for ongoing landfill cell construction, which was estimated to be 75–80% complete on the side-slope subgrade, with liner installed on about half of that area; wet weather could affect completion before winter. Sellen was also selected through a bid for the planned Wolf Lodge rural collection site, but the start was deferred because of weather and the site’s proximity to Lake Coeur d’Alene. A proposed schedule extension into spring 2027 was sent to the contractor; if signed, it will return to the board for consideration. A landfill east-cell condensate pump station project is on hold during nearby construction; its expected cost may exceed $500,000, which would require bidding, and final design and an engineer’s estimate are pending. The department also reported ongoing engineering and permitting work on treated landfill water reuse, and preliminary grading and stormwater planning for the Ramsey transfer-station demo-pit area. No procurement awards or spending motions were voted on at this meeting.

The director described a plan, targeted for spring 2029 after the current hauling contract expires, to divert about 200 tons of municipal waste per day from transfer stations directly to the landfill, partly to address capacity and traffic pressures. This was presented as a future operational proposal, not an approved action. Public commenters, including the Coeur d’Alene mayor and a former garbage-service operator, raised concerns about costs, hauling efficiency, contracts, and potential legal challenges; the director disputed some cost claims and said a later, dedicated discussion would be appropriate. The department also reported improved collection performance by Sunshine Disposal after meetings with the contractor. No votes or formal procurement actions were recorded.
