# The City of Columbia MO Live Stream

The City of Columbia regular City Council meeting was called to order as the Oct. 5, 2026 meeting (stream metadata dated Oct. 6). Council unanimously approved Bill 267-26, as amended, authorizing improvements to the Rainbow Softball Center at Cosmo Park. The project is funded with $750,000 from the park sales tax and includes approximately $535,000 for LED lighting conversion, $80,000 for asphalt backstop replacement, $80,000 for infield work, and $45,000 for concession-stand HVAC replacement. The legislation calls for bids through the purchasing division for a portion of the work; Parks and Recreation staff expect to complete the lighting work internally and target completion of the project by summer 2027.

Council voted 6–1 to deny Bill 263-26, a rezoning and planned-development proposal for the Retreat at Columbia by Grindstone Acres LLC, after discussion of traffic and safety concerns on Rock Quarry Road. Council amended Bill 269-26 concerning purchase of 1300 Boone Industrial Drive for animal-control and shelter services, but postponed its vote until Oct. 19 because an appropriation requires another reading. The proposed purchase price is $995,000, with Boone County contributing $400,000 and the city’s share stated as $595,000; estimated annual building operating costs are $143,000, with staffing costs discussed separately at about $400,000 if services must be provided in-house. The city plans to continue its Humane Society contract through 2027 and develop an RFP for animal care, veterinary services, and adoption or other placement services, with the new operation targeted to begin in January 2028.
