# Administrative Services - Public Meeting, 10-7-26

The McHenry County Administrative Services Committee met on October 7, 2026. The committee approved routine consent items 7.2 and 7.4 and approved item 7.3 after discussion of employee health-plan costs and whether the county could explore UnitedHealthcare as an alternative to Blue Cross Blue Shield through the IPBC pool. Item 7.1 was tabled until the next meeting. No contract award for the animal-control flooring was made at this meeting: the epoxy flooring replacement was competitively bid, CCI was the apparent selected bidder, and a contract using ARPA funds is expected to go before the County Board. Chicago Land Paving has been awarded the parking-lot contract at 400 Russell; roofing work there is also scheduled. Staff reported that about $6,000 in roof repairs could extend the roof’s life by four to six years, while larger capital-plan projects were pushed out rather than removed.

The committee discussed a proposed future board-rule change requiring spending resolutions to identify the funding source and budget line; it was not acted on and may be brought back for discussion. Staff reported that the county is working to recover approximately $1.3 million in flood-hazard mitigation grant costs from the state, subject to a revised grant agreement. The county’s ADP payroll and HR-system transition is in testing, with a planned go-live of January 1; staff said timely completion would avoid a costly contract extension. Union negotiations and insurance renewal planning were also reported, but no related contract approvals were identified.
