# City Council Economic Development & Workforce Committee - October 5, 2026

At the October 5, 2026 City of Charlotte Economic Development & Workforce Committee meeting, members advanced two infrastructure-related items to City Council. The committee voted to refer the Brook Hill Village proposal, including authorization for the City Manager to negotiate and execute an infrastructure reimbursement agreement with Griffin Brothers d/b/a Brook Hill Investments LLC. The requested reimbursement is $4.162 million for streetscape and roadway improvements, with the developer responsible for cost overruns; the project is expected to leverage approximately $88 million in private investment and preserve 100 affordable housing units. Members also voted to refer the Bojangles Entertainment Complex Chipley Avenue parking project, a City-owned site planned for 219 spaces and estimated to cost less than $6 million, in addition to the previously approved $25 million phase-one project.

The committee also recommended that Council consider revisions to Charlotte’s CBI policy to comply with North Carolina Session Law 2026-41, which removed state and local authority for M/WBE participation requirements; the City plans to continue its race- and gender-neutral SBE program, with possible updates to certification criteria still under research. Other information items covered a proposed business-district support program and workforce initiatives. Staff reported just over $2 million in workforce-related investments and said a curriculum-design RFP had been awarded to a local small-business entity, with a separate facilitator grant opportunity underway. Committee members requested further information on workforce program target populations and outcomes.
