# City of Flagstaff Regular Council Meeting - October 6, 2026

The City of Flagstaff Regular Council Meeting was held October 6, 2026. Council approved a cooperative contract with Hunter Contracting Company for $958,643.39 to repair Waterline Road and protect critical water infrastructure, with work scheduled within 60 calendar days. It also ratified a Federal Aviation Administration grant agreement for $3,874,297 toward Phase III of the Airport Snow Removal Building; additional discretionary funding is still being pursued. Council approved a $6.85 million purchase of 14.28 acres from BNSF for the Rio de Flag Flood Control Project and Lone Tree Overpass, with project costs allocated 72% to Lone Tree and 28% to Rio de Flag. The City expects to close on the property in October and begin overpass construction in spring, subject to coordination with BNSF.

Council adopted a reimbursement-intent resolution covering voter-approved projects and water-service capital work: up to $50 million for Proposition 419 transportation improvements, $35 million for Proposition 420’s Lone Tree Overpass, less than $650,000 for Proposition 405 watershed work, and proposed debt authorizations of $16 million for water, $15 million for wastewater, $1.5 million for reclaimed water, and $21 million for stormwater projects. The resolution allows the City to spend existing funds and seek reimbursement after future debt issuance; it does not authorize issuing debt. Council also adopted the 2024 suite of building and fire codes after discussion of projected construction-cost effects and housing affordability, and amended and adopted the Planned Community Zone provisions to include resource protection standards among provisions a community master plan cannot modify. A separate ordinance authorizing acquisition of a drainage easement for the Fanning Wash Culvert at Steve’s Boulevard received its first reading.
