# Boise City Council - Evening Session

At its October 7, 2026 evening session, the Boise City Council unanimously approved CPA 26-2, amending Blueprint Boise to adopt Boise State University’s 2025 ten-year campus master plan by reference. The amendment adds no policies and makes no changes to the future land-use map; it does not approve specific construction projects. The plan includes a fiscally constrained capital improvements plan and concepts for further study, including potential student housing and parking projects. Boise State reported about 7,800 existing campus parking stalls and a forecast need for approximately 370 additional stalls if projected growth occurs; no project costs or budget allocations were presented. Council discussion also addressed neighborhood engagement, river access, sustainability, and parking and transportation impacts. Carpenters’ representatives had previously asked the university to commit to labor standards or unionized workers for CIP projects; no such commitment was made at this meeting.

Boise State said an RFP was being solicited for a development advisor to assess a possible East Campus mixed-use project near Albertsons Stadium, with an advisor anticipated by year-end. Potential uses discussed included housing, a hotel, retail, parking, and educational space, but the project remains at the feasibility-study stage. A separate RFP for a development partner could follow if the project advances. No contract was awarded or procurement spending approved at the meeting.
