# City Council/Planning Commission Joint Meeting,  10/6/26

The City of Norman City Council and Planning Commission held a joint study session on October 6, 2026, to review the development code update and parking study. Consultants from Clarion Associates presented a preliminary assessment and roadmap for revising zoning and subdivision regulations, with drafting expected to proceed in stages through a planned adoption process in December 2027. The work aims to align regulations with the AIM Norman comprehensive plan, simplify and modernize the code, support a wider range of housing, and address land uses, development standards, parking, infrastructure, subdivision review, and code administration. A parking study is also underway; preliminary parking-count information was expected later. No contract award, spending amount, or procurement-related vote was identified.

Discussion highlighted concerns about the urban reserve and agricultural areas in Ward 5, planned unit developments (PUDs), infill housing, stormwater and flooding, long-term maintenance of development conditions, and housing opportunities downtown. Council members also discussed data-center regulation and the existing moratorium, but no decision was made on a separate ordinance or extending the moratorium. The consultants described public engagement and stakeholder input planned for the code process. No motions or votes were reported.
