The City of Springfield, Ohio City Commission met October 6, 2026. Commissioners unanimously approved several spending and contract items, including a $63,524.77 increase to the Sprague Point Services contract (new total: $1,270,823.38), an $85,281 contract with Rumpke of Ohio for the 2026 bagged-leaf collection program, and a Henry Street Sewer Replacement change order that reduces the contract by $6,263.69 to $1,727,382 and extends completion to October 31, 2026. They also approved supplemental appropriations and super-blanket purchase orders: an $8,000 increase for USA Blue Book, bringing its total to $36,000, and a $40,000 order for Sunrise Cooperative for fuel. First readings—not final approvals—covered the proposed sale of about 88.5 acres at Springfield-Beckley Municipal Airport to Elektra.aero for $2.5 million and a seven-year employment incentive sharing 50% of qualifying income-tax revenue, with an estimated maximum of about $1.4 million if projected job and payroll targets are met. The project is expected to involve roughly $1 billion in capital and equipment investment; staff said the sale proceeds would go back into airport improvements, and the items were expected to return for action at the next meeting. Other first readings included federal HUD grants (including $152,941 for Emergency Solutions, $451,776 for HOME, and up to $269,087 for Continuum of Care), amendments extending state transit grants, and a dark-fiber agreement extension with a rate increase. Public comment raised concerns about street lighting, hotel spending, and the city’s Flock camera contract; officials discussed the hotel RFP and said Homeful was the only respondent to the Executive Inn operating proposal, but no related procurement action was taken at this meeting.
