# City Council Business Meeting I October 6, 2027

The City of Palm Coast City Council business meeting was held October 6, 2026. The council unanimously approved a master price agreement with Merrill Brothers, Inc. for wastewater biosolids/sludge removal, at $138 per ton for approximately 10,000 tons annually—an estimated $1.3 million per year, compared with roughly $1 million under the prior arrangement. The council also unanimously approved a consent-agenda piggyback contract for skate-park equipment, but staff clarified that this authorized a vendor for potential future work and committed no funds or site; further evaluation and community input would be needed. By consensus, staff will also explore a contract arrangement with SMART for animal services and possible reimbursement of approximately $30,000–$40,000 in veterinary expenses; no contract or reimbursement was approved at this meeting.

The council approved, 4–1, amendments to the State Road 100 CRA plan to support financing a planned acquisition of 22 parcels, with an estimated purchase price of $17 million. The plan amendment was approved, but the financing itself was not: staff said an $11 million line-of-credit proposal would return for council consideration on October 20. The appraisal valued 18 parcels at $20.07 million, while five were assessed as having no value. Separately, the council unanimously denied the Seminole Trace future-land-use amendment seeking an increase from 416 to 743 homes, after which the applicant withdrew the related MPD application.
