# City Council Meeting October 6, 2026

The City of Topeka Governing Body met October 6, 2026. The consent agenda was approved, including Public Works engineering and design contracts with JEO Consulting Group, Inc. for up to $213,420 and Bartland West, Inc. for up to $373,896. The council also approved an update to the Historic Oldtown neighborhood plan, which identifies infrastructure and revitalization work supported in part by $1.44 million in Dreams One funding, with project design and implementation anticipated in 2027–2028. Zoning changes for proposed housing and annexation of 19.35 acres to enable city water and sewer service for a church and potential future mixed-use development were approved.

The council approved a contract with Breakthrough House, Inc. for up to $300,000, funded from opioid settlement collections, to provide outreach and case-management services to unsheltered people experiencing opioid addiction; the city reported that Breakthrough House was the sole respondent to the RFP. The council discussed, but did not approve at this meeting, recommendations totaling approximately $865,924 for alcohol- and drug-related programs. It also amended and approved the 2027 legislative agenda. A substantial discussion of proposed sales-tax initiatives and funding priorities resulted in no decision; staff will return with revised timelines and ballot-language options. The meeting also included a briefing on license-plate-reader systems, but no related purchasing action was taken.
