Chautauqua County’s Public Facilities and Audit & Control committees held a 2027 budget hearing on October 6, 2026. The committees reviewed the capital-project process and proposed funding additions: six CHQ Transit replacement buses costing approximately $867,000, with an $86,735 county share, and an additional $61,574 county share to fund a second EMS fly car. The additions together would exceed projected interest earnings by about $148,000. Members favored avoiding a draw on fund balance and asked departments to consider whether other capital projects could be reduced; no final offset for these additions was identified. Complete Streets received $150,000 in the tentative budget, while Public Facilities’ equipment funding included $400,000 for replacement equipment. The committees also approved an adjustment related to salt costs and reimbursements: a $75,000 reduction to account R2770007 and a $115,000 adjustment to fund-balance account D915000000.

Water and sewer district updates included planned replacement of pump-station generators and transfer switches, hydrant maintenance, master-meter installation, and chlorination improvements; the chlorination work had been bid and was expected to begin shortly. North Chautauqua Lake Sewer District reported selecting an engineer to design Phase 3, the final section of lake properties to receive municipal sewer service. A $34,000 state grant will support cybersecurity assessment and implementation work for district SCADA systems. The discussion also noted that the county’s capital-project funding is increasingly constrained as ARPA funds are no longer available, and that borrowing would add interest costs to the operating budget.
