# Board of Supervisor's Meeting 10/06/2026

The Tulare County Board of Supervisors’ regular meeting on October 6, 2026, included several health-related contract and funding approvals. The board approved a retroactive agreement with Turning Point of Central California, not to exceed approximately $64 million, for specialty mental health services for children, youth, and transitional-age clients from July 1, 2025, through June 30, 2028. It also approved an agreement with Friendship Manor Nursing and Rehab Center and a program funding agreement with Advocates for Human Potential for the California Department of Health Care Services’ Behavioral Health Continuum Infrastructure Program; the latter was described as an $11 million state grant. Each item passed 5–0. Public commenters raised questions about competition, costs, client counts, vendor oversight, and contract terms. After the Turning Point item, the chair asked Health and Human Services Agency staff to follow up with the commenter.
