# October 6, 2026 Regular City Council Meeting

The October 6, 2026 regular meeting of the Shafter City Council approved the amended agenda and consent calendar unanimously. Procurement-related approvals included a Calgon Carbon Corporation purchase agreement for replacement activated-carbon media at Well No. 18 (the transcript gives a not-to-exceed amount of $120, with units unclear), a Parsons Corporation amendment for Highway 437 roundabout utility coordination and engineering support (transcribed as $90, also with units unclear), and a $35,000 agreement with Regional Government Services Authority to assess the Finance Department. The council also approved a special-event permit and other routine consent items. Street-layout changes on West Laredo Highway were approved; staff said the work could be completed within the existing street budget.

On Mission Lakes Development Agreement 25-22, the council unanimously introduced the ordinance for first reading, with findings to be included in the ordinance. The agreement covers a planned community of about 5,334 homes, parks, commercial space, and schools, and specifies infrastructure phasing and owner responsibilities. A commenter urged further environmental review; city staff advised that additional review was not required. In a separate feasibility presentation, a consultant advised against forming a city fire department at this time, citing unresolved funding and revenue questions; staff noted the county fire-services contract is due for renewal in 2028. No fire-department decision was taken.
