# Land Use & Transportation Committee 10/6/26

The McLean County Land Use & Transportation Committee met October 6, 2026. Members approved the agreement with Wade & Merchant, Inc. for engineering services on Mansfield Road (CH 3), followed by a motor fuel tax resolution authorizing MFT expenditures for the project. The committee also approved a solar and battery storage agreement with Sunbvest SVCSG Bloomington LLC; the accompanying memo was corrected to show $873,420, consistent with the agreement. FY2027 budgets for Building and Zoning ($394,721), Waste Management, and the Highway Department’s four funds were considered and approved. The Ecology Action Center’s solid-waste program is funded through an agreement of $163,985 shared among the county, Bloomington, and Normal; the county’s FY2027 share is $37,717.

For the Highway Department budget, members approved a $600,000 increase to the revenue line for the Route 66 bike trail engineering grant and a corresponding $600,000 reduction in the unappropriated fund balance. The grant totals approximately $1.875 million, with 95% expected from IDOT; a further FY2026 budget amendment may come before the committee. Members discussed equipment purchasing options—including competitive bids, multi-unit discounts, financing, and trade-ins—and whether procurement rules allow more flexibility, but took no action on changing those rules. The department presented a five-year improvement plan totaling just over $50 million. Transit staff also reported continued demand growth, a November 1 start for fare collection, and possible community investment in shelters and bus stops along the new Hartland route.
