# Redding City Council Meeting 10-6-2026

The Redding City Council meeting on October 6, 2026, included a Shasta County Assessor-Recorder annual report and a substantial discussion of the city’s finances. On the consent calendar, the council approved a grant application for weatherization and HVAC improvements at Redding Sports Park and Caldwell Recreation Center; staff said a separate grant application for sports-park turf replacement would come back later. The council also adopted an ordinance defining nonfunctional turf under state law, by a 4–1 vote. No new contract award or procurement bid approval was made. During public comment, a speaker criticized previously awarded Circle Six contracts, citing amounts of approximately $300,000 for audit-related work and $78,000 for a reorganization study; those contracts were not acted on at this meeting.

Redding Electric Utility presented its FY 2025–26 financial report, which the council accepted. The report cited $19.8 million in capital investment, funded by bond proceeds, and discussed rising power-supply costs and ongoing evaluation of renewable-energy purchases. Staff also presented options for the utility’s customer-service call center: bringing it in-house, issuing another RFP, or continuing the current contract. The council directed staff to further examine staffing and costs and return with a recommendation; no option was selected. In the general-fund discussion, the council approved several budget-planning assumptions and staffing adjustments, including closing Fire Station 3 and eliminating specified vacant positions. It also directed staff to review remaining vacancies and continue work on organizational changes and cost savings. Community contracts were left available for staff review, without any contract reductions approved at this meeting.
