# October 6, 2026 | Mayor & Council: Work Session

The City of Hagerstown Mayor and Council held a work session on October 6, 2026. The Community Coalition reviewed prior state funding successes and its draft 2027 Annapolis agenda. Prior awards included $250,000 for the visitors center and funding for the airport tower, community college entrance widening, and Williamsport Library design; I-81 Phase 2A construction is out to bid, with Phase 2B expected to go out to bid next year. Proposed advocacy priorities include Hagerstown fairgrounds park improvements, $2.5 million toward the county public safety center, construction funding for the airport control tower, Route 11 bridge planning, water and sewer pump upgrades, and another $10 million for the George Edwards Fund. The coalition also plans to seek funding for later I-81 phases and monitor state transportation funding and highway user revenue. These were funding priorities and requests, not awards or procurement approvals by the Council.

Staff and InvoiceCloud discussed shifting credit-card processing costs to customers while retaining a no-fee electronic-check option. The City reported $888,000 in credit-card fees in FY2026, excluding red-light and speed-camera payments and Parks and Recreation transactions; InvoiceCloud presented a proposed 2.79% credit-card fee. Staff said they would follow up with the vendor on next steps; no implementation decision or vote was recorded. The Council also received information on a proposed 22.91-acre Grow Estate annexation, with no development plan submitted and a public hearing scheduled for October 27. Other items included a fire-prevention proclamation and a suggested October 30 trick-or-treat time.
