# CITY COUNCIL MEETING OCTOBER 6, 2026

At the October 6, 2026, Eagle Pass City Council meeting, council approved the procurement process for RFQ 2026-015, awarding LJA Engineering Inc. the planning and feasibility study for a proposed roadway extension connecting Bibb Avenue to South Veterans Boulevard, and authorized the city manager to negotiate and execute an agreement; no study price was stated. Council also approved a five-year lease-purchase agreement for a CAT 320-07 excavator for $287,384.44, financed at 5.99% with a $1 buyout, using existing Public Works funds rather than requesting additional appropriations. The equipment is intended to support drainage, road, stormwater, and debris work, and the vendor described warranty and local service support. Council also approved a five-year land lease with Spectrum for $1,500 per month for tower space previously used at no cost.

Other actions with financial or infrastructure implications included approval on first reading of recreation-center rental fees, including court and activity-room rates, and a motion to advance a proposed street-excavation restoration cost-recovery ordinance while seeking input from utility stakeholders. The council confirmed the fire chief. A downtown Tejano Walk of Stars and cultural-tourism proposal was presented, including potential city coordination and tourism-related funding, but no action was taken; council indicated it would be considered at a future meeting. The animal-shelter design was presented as an update, with no contract award or budget amount discussed.
