At the October 6, 2026 Kosciusko County Commissioners meeting, commissioners approved the Sheriff’s schedule and master services agreements with Smart Communications for jail-tablet programming, and approved applications for DARE/JCAP funding. They also approved the Re-entry Court’s request to apply for a KODE grant of $12,000. The commissioners rejected the previously submitted courtroom bids because the original RFP did not cover the full scope, including recording needs, and authorized staff to revise and reissue the RFP. Other approvals included a cash-change-fund increase for the Treasurer’s office (amount not stated), a $2,840.72 purchase of 16 radios and accessories for transit, and interlocal/service agreements including $10,000 for county accounting services to the Solid Waste District and $2,000 for the Convention and Visitors Bureau. Commissioners adopted the county’s cybersecurity incident response plan and approved applications for a reimbursable hazardous-materials preparedness grant of up to $30,000 (no match) and an Emergency Management Performance Grant reimbursement of up to $58,526 (no match). The county attorney described converting a vacant full-time attorney position into contract and part-time arrangements, with related budget adjustments discussed. A proposed 3.2-mile North Webster–Syracuse trail extension was presented with an estimated total cost of $6–7 million and an estimated county share of about $1.4 million under an 80/20 reimbursable funding structure; commissioners requested more information on funding sources and county exposure, and made no commitment. Orthworks also reported on workforce and community-development initiatives, including a $15 million National Science Foundation award to an IU-led initiative, but no county procurement decision was presented on that item.
