# Lawrence City Council  October 6, 2026

At its October 6, 2026 meeting, the Lawrence City Council approved a 30-year non-aviation land lease for approximately 60,112 square feet at the airport, following an RFP and appraisal process. The tenant will pay $84,000 annually and prepay about $1.2 million for required drainage and land-stabilization work, subject to oversight by the North Andover Conservation Commission and airport engineers; the lease passed by roll-call vote. The council also approved a multi-year, $767,000 Safe and Successful Youth Initiative grant for at-risk youth, administered through the Police Department, and authorized $6,000 in grant spending for community diabetes education. It ordered public hearings for proposed bond authorizations of $7,861,647 for the Frost School roof and $9,999,330 for the South Lawrence East School roof; these were not final bond approvals. A proposed $824,295 retirement benefit home-rule petition was tabled while the council reviewed revised language and fiscal information.

The council discussed Lawrence Redevelopment Authority properties for which development proposals had gone through an RFP process. Rather than proceed with withdrawal, members discussed keeping the matters active while the LRA checks developer interest and the parties assess project viability and community needs; further review was anticipated. The council also referred new spending and procurement-related items to committees, including $70,000 for an ambulance-services-funded fire department coordinator position, a 20-year net-metering agreement with 978 Solar Development, and a proposed automated license-plate-recognition pilot for which no cost was stated. An $80,000 Attorney General grant item was withdrawn. Separately, a no-confidence resolution concerning the mayor was referred to committee, with no final council vote at this meeting.
