# Winchester Select Board 10-5-26

The Winchester Select Board meeting on October 5, 2026, reviewed and approved the fall Town Meeting warrant for printing and mailing. Articles 35–37 address the Waterfield project’s land disposition and utility/infrastructure easements, and authorization to accept a parcel under a settlement agreement; these were presented as required legal and project closeout actions, not contract awards. The board also discussed proposed planning-bylaw changes, including reducing routine hard-copy requirements for applications. The town manager reported that Ginfield bids came back favorably and the project will move forward, while the Cross Street project is in its final stages; no vendor names or bid amounts were provided.

The board discussed the MWRA’s proposed combined-sewer-overflow repair program, noting Winchester’s stated share of about $19 million and concerns about the potential local cost and allocation methodology. Members asked the town manager to research the assessment’s effect on rates, timing, and possible allocation changes, and bring information back at the next meeting ahead of public comment. The town manager also reported that the Personnel Board approved a budget director job description intended to repurpose a position for budget and performance management. The board voted to waive the 15-day hiring period for two DPW promotions; no procurement contracts or vendor selections were approved.
