Richland County Planning Commission meeting, October 5, 2026: The Commission deferred approval of its September 14 minutes and approved a consent agenda of three zoning items. It considered multiple zoning map amendments and voted to recommend approval to County Council for cases 26-027MA (133.75 acres on Winsborough Road, AG to R-3), 26-031MA (parcels on Coon Road, Homestead to R-3), 26-032MA (Big Bear Road, RT/Homestead to R-3), 26-033MA (Torwood Drive, Homestead to R-3), 26-034MA (Reimer Pond Road, AG to RT), 26-035MA (Broad River Road, Homestead to Rural Crossroads), and 26-036MA (a portion of a site on Two Notch Road, M-1 to MU-1). Staff identified cases 26-034MA and 26-035MA as inconsistent with the comprehensive plan; the Commission nevertheless recommended approval of both. Public comments raised concerns about traffic, road capacity and access, rural character, and development density. The recommendations are scheduled for County Council consideration on October 27; the Commission’s votes are recommendations, not final zoning decisions.

The Commission also discussed ongoing review of the Land Development Code’s nonresidential and mixed-use districts, with another work session to be scheduled. Staff explained the intended limited, standalone role of the Rural Crossroads district and discussed how comprehensive-plan guidance and surrounding development patterns inform zoning recommendations. No contracts, purchasing decisions, budget allocations, or other procurement activity were identified.
