# Planning Commission Workshop - Oct. 5, 2026

Richland County Planning Commission workshop, identified in the title as Oct. 5, 2026 (meeting metadata is dated Oct. 6), focused on reviewing commercial and mixed-use zoning districts in the land development code, beginning with Rural Crossroads. Commissioners and staff discussed which uses to retain, remove, or allow with special requirements or Board of Zoning Appeals review. Much of the discussion centered on defining appropriate scale for uses such as convenience stores, gas stations, grocery stores, offices, and community services, and whether small libraries and other services should be available in rural communities. Commissioners also raised questions about where Rural Crossroads zoning applies as development spreads and how district boundaries relate to the comprehensive plan.

No procurement, contract awards, budget allocations, or purchasing decisions were identified, and no formal vote was reported. Staff agreed to provide maps and information on existing uses and prior zoning requests, and to number the review spreadsheet to make future discussion easier. The commission indicated availability for another work session before Nov. 2; staff proposed circulating a scheduling survey.
