# Plan Commission 10/05/2026

The City of Webster Groves Plan Commission met October 5, 2026, to consider a rezoning and preliminary development plan for 306 West Lockwood Avenue. The application, submitted by TJ Redmond on behalf of WGRE Holdings LLC, seeks to rezone an approximately 26,500-square-foot parcel from D Commercial to Planned Commercial for a mixed-use building with residential condominiums, approximately 6,000 square feet of ground-floor retail, and 65 parking spaces. The commission voted to recommend approval, with amendments and conditions to be documented by staff; City Council would make the final decision. No contract awards, purchasing decisions, or other procurement activity were identified.

Commission discussion focused on traffic and parking impacts, building height and design, landscaping and screening along the southern boundary, fire access, bicycle parking, and the proposed retail component. Conditions discussed included a traffic impact study for review with the final development plan, a minimum of 65 parking spaces (including 42 dedicated residential spaces), at least four bicycle spaces, landscaping and screening requirements, and limits on building height, with an architectural feature allowed to reach the proposed maximum. The applicant said the building would be brick and that final details would be addressed in later reviews.
