At the Delaware County Commissioners’ October 6, 2026 final hearing on the Davis No. 240 watershed drainage improvement project, county Soil and Water staff presented a technically feasible plan with an estimated total cost of approximately $1.1 million. The work covered drainage-channel grading and construction, replacement of subsurface tile, culverts, and erosion control across four project sections. Staff explained that costs would be assessed to benefited parcels, with interest and maintenance charges potentially adding to owners’ obligations. The estimate was higher than earlier figures in part because of the project’s length and increases in construction costs since 2020; staff attributed the six-year timeline largely to staffing disruptions and turnover.

Residents gave testimony both supporting the need to address recurring flooding and opposing the project, citing high assessments, disputed estimates of individual benefit, possible impacts to trees and septic systems, and concerns about property values and affordability. The commissioners voted affirmatively on Resolution 26-735, which, following the hearing, dismissed the petition and set aside the prior order; the project was not authorized to proceed. They also unanimously approved Resolution 26-736 to charge approximately $11,000 in preliminary proceedings costs to landowners according to the assessment schedule. No construction contract or vendor award was made.
