# 10/05/2026 Land Use/Transportation Committee

The City of Federal Way Land Use and Transportation Committee met on October 5, 2026. The committee unanimously forwarded the city’s Comprehensive Traffic Safety Action Plan and a Vision Zero resolution to the October 20 council consent agenda. The plan, developed with PSRC grant funding through USDOT, identifies six priority areas and potential safety improvements, including sidewalks, access management, signal changes, lighting, and lane treatments. The plan’s development was reported as within budget, but future design and construction will require funding; staff said projects may be prioritized through the CIP/TIP or pursued for grants. The Vision Zero goal is to eliminate traffic fatalities and serious injuries by 2044. No construction contracts or procurement awards were approved. Members also discussed state-road maintenance, sidewalk requests, and responsibility for replacing pedestrian curbs damaged during a Greenway project; the city and contractor were still discussing who would pay.

The committee also unanimously advanced an ordinance establishing a 50% density bonus for qualifying affordable housing on property owned or controlled by religious organizations, with affordability requirements and a recorded covenant of at least 50 years. The public hearing and first reading were rescheduled to November 4 because of a newspaper-notice deadline. Staff reported five middle-housing subdivisions in process and 159 potential units discussed in 2026 pre-application meetings, but said it was too early to measure an increase in completed housing. Sound Transit updates covered Federal Way Link closeout, a development agreement for the Operations and Maintenance Facility South, planned road closures and utility work, and ongoing Tacoma Dome Link design; no new purchasing decisions or contract awards were reported.
