# October 1, 2026 Thurston County Solid Waste Advisory Committee Meeting

At the October 1, 2026 Thurston County Solid Waste Advisory Committee meeting, staff reported that the Board of County Commissioners approved a progressive design-build contract with Forma Construction in September for the solid waste site reconfiguration project. The project is estimated to cost about $28 million; supporting contract documents are being completed, with planning and design expected to begin soon and construction targeted for late 2027. A related but separate transfer-station project has a $3 million budget and an estimated total cost of about $2 million, for projected savings of roughly $1 million through refurbishment and reuse of equipment. Parts and materials are expected to require 24–28 weeks after contract and ordering, followed by an estimated four to six weeks of on-site work. Staff also reported security and technology upgrades at the Rainier and Rochester drop-box sites, including motion sensors and intruder alarms connected to the monitoring system.

The committee heard that the county extended its partnership contract with Walk and Roll for the bike-rescue program. It also discussed a draft minimum-level-of-service ordinance, which staff expects to bring to the committee later, likely in December; no action on the ordinance was taken. Votes included approval of the August minutes and meeting agenda, postponement of the Environmental Health presentation to November, and unanimous approval to forward a recycling-industry representative’s appointment to the Board of County Commissioners. No new procurement award was voted on at this meeting.
