# City of Jackson, TN October 1, 2026 Work Session

The City of Jackson, Tennessee, held its monthly council work session on October 1, 2026. The discussion focused on budget monitoring and financial administration. Staff reported general-fund expenditures at about 15.4% of the annual budget after two months, compared with an expected pace of 16.7%, and said revenue effects from new fees and city stickers would be clearer around December or January. Council members requested further budget projections and discussion of possible accounting staff hires; funding options, including money set aside for nonprofits, were raised, but no hiring or spending vote was taken. The 2025 audit remains in progress: staff cited software configuration issues that caused an approximately $3.5 million opening-to-closing balance imbalance, said 111 of 124 audit requests had been submitted, and estimated 45–60 days to complete the audit work. A Tyler software issue was also delaying property-tax collection; notices were scheduled to go out October 8. The city reported collecting 97.3% of its 2025 property-tax billing, about $37.4 million, with roughly $1 million remaining for delinquent collection.

Other topics included a possible fob-access arrangement following a security incident, the location and independence of the internal auditor, and the city court judge vacancy (one application had been received, with applications closing October 9). The mayor said the city had shared road-condition data with state legislators to seek inclusion of heavily affected state-controlled roads in TDOT’s three-year plan; the city cannot independently repair the bypass and would not be reimbursed for doing so. No contract awards, bids, vendor selections, or procurement approvals were identified.
