# 10.2.2026 Economic Development Commission

The City of Portsmouth, New Hampshire Economic Development Commission met on October 2, 2026. The commission appointed Anne to represent it on the newly established shuttle loop and public transit working group, which will consolidate existing studies and report to City Council by January 29, 2027, with a recommended pilot scope or consultant-ready scope. On public art, members heard that City Council approved a preliminary feasibility assessment for artist work/live space, with a consultant expected to visit in January 2027. The Hanover Garage Percent for Art solicitation had received 14 applications and four bids, with bids due October 9; no award was reported. The city has also hired a consultant to continue the childcare task force’s work, supported by initial funding from the New Hampshire Charitable Foundation, and is seeking actionable pilot project ideas. No contract amounts or procurement awards were approved at this meeting.

Members discussed the city’s parking policy changes: discounted and preferential access for residents, expanded subsidized options for downtown workers, and higher rates for visitors and nonresidents, with revenues intended to support future parking infrastructure. A consultant-led stormwater utility study was also noted, and a future presentation to the commission was suggested. Developer Torrington Properties described the privately financed Seacoast Landing redevelopment, estimating a total investment of $300–$400 million, including land, and noting that a TIF-supported road had been approved. This was presented as a private development update, not a city contract award or spending approval.
