# 2026-09-29 Board of Education Special Meeting

At its September 29, 2026 special meeting, the PPS Board of Education considered Resolution 7382, approving the Board’s responses to recommendations in the draft bond performance audit for fiscal years 2024–25 and 2025–26. The responses will be sent to the bond auditors for inclusion in the final report, expected October 6, with an auditor presentation scheduled for October 20. The Board discussed oversight of bond spending, auditor capacity and independence, and how to improve Board procedures for overseeing capital projects and bond programs. No contract awards, RFP decisions, or capital project purchases were identified.

The procurement-related decision was approval of response 34, as amended, by a 4–3 vote: the Board directed the internal auditor to begin the process of hiring an additional auditor with capital-delivery and bond-program audit expertise, funded with bond dollars, and to obtain regular capital-project delivery training for audit staff. The response sets June 2027 as a target implementation date. Members debated whether the added auditor should be an employee or an external resource, how to avoid duplicating existing audit work, and the use of limited bond funds; one member cited a potential cost approaching $2 million over seven years. The Board also approved responses calling for work on Board fiscal-oversight practices and capital-project oversight, including consultation with the Oregon School Boards Association, the Council of Great City Schools, and other urban districts, with work targeted before June 2027.
