# Business & Community Affairs Committee, 10/1/26

The City of Norman Business & Community Affairs Committee met on October 1, 2026. Members discussed draft changes to the Economic Development Advisory Board ordinance, including increasing the board from seven to nine or possibly eleven members, requiring five or seven members to have relevant expertise, and assigning seats by ward as vacancies occur. Discussion also covered expanding the listed qualifications and retaining the Cleveland County Economic Development Coalition executive director as a nonvoting ex officio member. No vote was taken; city legal staff will prepare alternative language for further consideration on October 27. If approved, the ordinance and appointments could proceed on a timeline that would allow the board to convene in January, potentially to consider a sales tax rebate program.

The committee also discussed whether city-appointed board and committee members who are parties to litigation against the city should face additional conflict-of-interest rules. Members considered options including recusal, temporary suspension, and limiting litigation discussion at committee meetings, while preserving appropriate, requested updates. City legal staff will explore revisions to the ethics policy or ordinance for a future committee discussion. No spending, contract, procurement decision, or related vote was identified.
