# 10-1-26 Plan and Zoning Commission Meeting

The Des Moines Plan and Zoning Commission met October 1, 2026. No contracts, purchases, or budget allocations were discussed. The commission approved the consent agenda item for 801 Southeast 27th Court, which would change the land-use designation from business park to low-medium-density residential and rezone the property from EX to N3C2, allowing renovation of an existing home and construction of three duplexes. It also voted to approve staff’s recommendation for 1850 Easton Boulevard: amend the land-use plan to neighborhood mixed use and rezone from EX to RX1 so the existing building may be reused for residential or limited retail purposes. Approval was subject to removing unused signage and repairing the façade, meeting applicable design standards, and paving and striping on-site parking.

The commission also voted to approve staff’s recommended amendments to Municipal Code Chapters 134 and 135. Among other changes, the amendments would allow residential buildings with three to eight units in P1 and P2 districts, expand accessory outdoor-storage options for certain uses in EX districts while clarifying the distinction between accessory and principal storage, revise trash-enclosure and parking standards, and extend certain site-plan and building-permit review backstop timeframes. These are proposed zoning and development-code changes, not procurement actions. The commission separately approved its 2027 meeting schedule.
