# Hennepin County Disparity Elimination Budget Briefing 10.1.2026

Hennepin County’s first 2027 budget hearing, focused on the Disparity Elimination line of business, was held October 2, 2026. Administrators presented a proposed operating budget of approximately $38.6 million, down $2.8 million (6.8%) from the 2026 adjusted budget, and a property-tax requirement of approximately $24.4 million, down about $1.85 million (7%). Purchasing and Contract Services remains in the general fund, with a proposed budget of $5.88 million, down from approximately $6.05 million; four FTEs and about $511,000 in associated property-tax funding are transferring to Human Services. The overall FTE count falls by 13, largely through transfers, with four vacant positions eliminated and one grant-funded position ending. Administrators said the restructuring is intended in part to align teams and draw eligible federal administrative revenue. No contract awards or vendor selections were presented.

The proposed budget also includes the Anti-Displacement Community Prosperity program, described as a $10 million program with roughly $9 million remaining for 2027; commissioners discussed the difficulty of distributing funds through an RFP that requires a matching contribution and the program’s 2030 sunset. Members raised concerns about grant and other-revenue uncertainty, staffing impacts, service needs, and measuring program outcomes. The hearing was scheduled to be laid over for the October 7 budget hearing, and the county provided instructions for public comments to be recorded for a subsequent hearing.
