# October 1, 2026 El Paso County Commissioners Court Special Session Meeting

The El Paso County Commissioners Court met in special open session on October 1, 2026. County Administration presented the FY 2027–2031 strategic plan, comprising nine goals, 51 objectives, and 94 actions. Procurement- and budget-related elements included improving the county procurement process; a new in-depth budget analysis of revenues, expenditures, contracts, fees, and rates to identify efficiencies and savings; and continuing infrastructure projects carried over from the prior plan, including bond-, certificate-of-obligation-, and tax-note-funded work. Staff said the plan would return for consideration and adoption on October 5; it was not adopted at this meeting. The court also requested further discussion of artificial intelligence use and safeguards, including information security, with a presentation to be brought back.

The court considered an assignment and assumption agreement transferring employment obligations for the executive director from the county to the El Paso Area Transportation Systems Local Government Corporation (EPATS), as the county’s grant-funded position ended September 30. The agreement was proposed to take effect October 1, 2026; HR supported approval, and the transcript records a motion and a second, but does not capture the final vote. Contract 2025-0561 was cited in connection with the agreement. Commissioners also discussed future agenda time and public communications about binational affairs and official travel, with follow-up discussions planned; no additional spending authorization was recorded.
