# Board of Supervisors Meeting 10/1/2026

At the Carson City Board of Supervisors meeting on October 1, 2026, the board appointed Nicole Clinger Mobley to the Library Board of Trustees for a term ending in June 2028. The board also received the final annual report on its FY2022–26 strategic plan. Discussion included carrying library space planning into the next plan and continuing work toward a public-facing contracts repository, which staff said would require a document-management system; no purchase or funding approval was made for those items.

The main procurement discussion concerned upgrades to the city’s water treatment facility, designed for 4 million gallons per day and expected to return to service in summer 2027. Staff described approximately $5.5 million in federal ARPA and congressional-designated funding, bond proceeds, and local rate funding, and requested contract amendments and additional contingency funding amid schedule extensions, added testing, and construction-support needs. The board approved an amendment and an increase of $580,000 in contingency funding, authorizing the Public Works Director to approve expenditures as needed; each vote was 4–1. Supervisors raised concerns about documentation, contract line-item tracking, and project oversight, including the decision to delegate contingency spending authority. Staff identified possible pH adjustment after testing as a remaining cost risk.
