# DoW Revises FY2026 SBIR/STTR Solicitations

The Department of War revised its FY2026 SBIR/STTR solicitations through Amendments 0001–0003, changing provisions covering foreign-risk evaluation, CMMC, joint ventures, technical-data rights, Direct-to-Phase II STTR, TABA, and proposal submission. North Carolina small businesses and research organizations pursuing these defense R&D opportunities should review the amended solicitation and register on the Defense SBIR/STTR Innovation Portal. New topics are expected to pre-release on the first Wednesday of each month; the next expected release date is October 7, 2026.

- Applicants should use the amended solicitation when assessing eligibility, partnership structures, data-rights terms, and proposal-submission procedures.
- The updates may affect how small businesses and research organizations structure proposals and plan technical assistance; review the revised TABA and Direct-to-Phase II STTR provisions before pursuing a topic.
- North Carolina firms can use the Defense SBIR/STTR Innovation Portal to register and access opportunities as topics are released.
