# Budget and Audit Committee 5/27/2025

The City of Sacramento Budget and Audit Committee met on May 27, 2025. Staff presented a proposed Performing Arts District promoter incentive program for Memorial Auditorium and the SAFE Credit Union Performing Arts Center, including potential rent, box-office, and equipment-fee rebates of up to $10 per ticket, and possible sharing or redirection of ticket and food-and-beverage fees. The program is intended to attract more ticketed events, particularly from local and independent promoters, while balancing commercial activity with nonprofit and community access. Committee members supported advancing the concept to the full council for approval; no final approval or formal vote on the incentive program was recorded. Staff also noted the venues’ current booking patterns and a $7,010 rental fee for a nonprofit gala, with food-and-beverage costs additional.

The city auditor presented findings on the Police Department’s military-equipment use policy and inventory practices, recommending a revised annual implementation timeline and stronger inventory tracking; no procurement decision was made. The committee unanimously approved forwarding a revised audit scope of city homelessness shelters to the full council, covering shelter costs, effectiveness, contracts, and expenditures. It also unanimously directed staff to develop a Community Facilities District pilot proposal for a neighborhood park and bring it to the full council; the work will assess costs, community support, and potential funding, with no construction or funding authorization at this stage.
