# OSEA-CSD Bargaining 6

Info Central labor-bargaining meeting, September 15, 2026. The parties discussed contract Articles 13, 16–18, 21 and related provisions. They remained apart on transfer rules, particularly how district program needs and employee seniority should be weighed, and on whether employees may move laterally into vacancies without a separate hiring process. They also discussed sick-leave-bank rules, bereavement leave, and how transportation employees’ substitute-driving service could count toward route-bidding seniority. For layoffs, the district proposed a joint committee to discuss the need, alternatives, and communications before affected staff are notified.

The parties identified Article 2 as ready for tentative agreement and discussed a proposed change in Article 12 requiring the superintendent to consider requests to remove disciplinary letters. Article 14 remained under discussion, including a request for four union members on a committee, and the parties planned further work on Articles 13, 16–18, and 21. Salary and other compensation-related articles were among the items still open or reserved for later discussion. No contract awards, purchasing decisions, or other procurement activity were identified.
