The Council approved award of ITB 26123 for ADA ramps and sidewalks to Stratified, Inc., for $195,126, funded through HUD Community Development Block Grant neighborhood sidewalk funds. It also approved a $7,500 appropriation for the summer youth employment program on second reading, and approved budget/grant actions including $33,195 from the Maryland State Arts Council for the Arts, Business, and Culture Department; $10,095 in proceeds from the auction of portable radios and accessories for the Fire Department operating budget; and a $15,000 Maryland Department of Natural Resources Critical Area Commission grant to update the city’s critical area program. Ryan and Booth, Cropper & Mariner, P.C. as special litigation counsel; the scope was amended to include the Worthington lawsuit and matters concerning the development or redevelopment of Lots 11 and 15. No legal-services cost was stated.

In the work session, staff presented a potential acquisition of a 29-acre property adjacent to the wastewater treatment plant. Council expressed consensus to move the matter forward, citing possible emergency access, future wastewater-treatment capacity, a potential west-side water tower, and support for nearby Little League fields; no purchase price or final acquisition approval was stated. The Board of Elections reported that a municipal special election would cost an estimated $27,200 in 2027, up from a 2023 estimate of $9,187, and cited scheduling restrictions; the recommendation was to retain appointments while making the process more transparent, with a handbook to return for discussion. Other policy discussions covered data-center zoning, accessory dwelling unit parking standards, and a proposed charter review committee. No additional procurement awards were identified in those discussions.
