# 🔴 LIVE: Hearing on Supporting Young Multi-Language Learners

The New York City Council Subcommittee on Early Childhood Education held an oversight hearing on supporting young multilingual learners on September 30, 2026. NYC Public Schools and the Mayor’s Office of Child Care described language-access practices, dual-language programming, educator coaching, and plans to use enrollment and community-demand data to guide possible expansion. Officials reported 99 early-childhood dual-language programs and two new 3K programs, while noting that expansion depends on sustained demand, qualified bilingual educators, and program continuity. They said early-childhood programs generally receive no separate allocation for multilingual instruction; schools use per-seat funding. The hearing cited about $30 million supporting dual-language programs and $1.3 million distributed to 193 schools through a bilingual revitalization allocation, including $15,000 for each new program under that allocation. A community provider also said its DOE contract funding was about $25,000 per teacher below public-school pay and urged the city to fund community-based programs at the cost of delivering quality services. No contract award, solicitation, or procurement vote was identified.

Much of the discussion addressed access and workforce needs, including families’ ability to navigate enrollment, shortages of bilingual special-education evaluators and service providers, and the role of family child-care homes in the city’s 2K expansion. The Independent Budget Office and providers opposed a proposed federal Head Start rule requiring English-only instruction and urged its withdrawal. Council members expressed support for Resolution 650, but the chair stated that no legislation would be voted on at this hearing. Witnesses also urged investment in multilingual community programs and educator pathways; the chair referenced roughly $2.5 million in recent funding for a related workforce program, without detailing an award or procurement action.
