# Regular City Council Meeting 6/19/2026

The Lemon Grove City Council regular meeting on June 19, 2026, reviewed the FY 2026–27 draft general fund budget and Measure T spending recommendations. The draft was described as balanced, with about $22.8 million in revenues and transfers, approximately $22.2 million in expenditures, and a projected $300,000 surplus. Proposed budget items included a $25,000 EMS training allocation, $25,000 for dispatch contracting, $40,000 for the city anniversary event, election costs budgeted at $105,000, and approximately $100,000 for a compensation study. A preventative-maintenance services agreement for city facilities was also included, but no contract award was made. Council discussed whether to retain funding for a proposed community development director pending a compensation/classification study and further review; the draft budget was not finally adopted at this meeting.

The Measure T oversight committee and staff presented street, sidewalk, facility-maintenance, vehicle, traffic-signal, and fire-engine proposals. The committee’s initial project request was about $4.779 million; staff described roughly $1.2 million in additional proposed projects, including restoring a $60,000 utility truck and funding sidewalks and facility maintenance. Council directed staff to return the additional projects to the Measure T committee for review before a later budget hearing, rather than approving them at this meeting. A replacement fire engine was discussed, including a roughly four-year delivery estimate and potential savings from paying upfront, but council requested further consideration of pending manufacturer litigation. Separately, council voted 3–2 to submit a citizen initiative restricting retail bird sales to voters in the November 2026 election; staff estimated election-related costs of $25,000–$50,000. No major procurement contract award was identified.
