# Kings County Board of Supervisors Meeting (09/29/2026)

The Kings County Board of Supervisors’ regular meeting on September 29, 2026, included two procurement-related approvals. The Board approved an agreement with Capital Public Finance Group (CPFG) for fire-protection resource and cost analysis related to commercial solar generation facilities. The agreement runs through June 30, 2027, at $250 per hour for an estimated 100 hours, not to exceed $25,000. The expense was not in the adopted FY 2026–27 budget; the Board also approved a budget adjustment transferring funds from the solar project apparatus fund, which receives solar permit fees, to the Fire Department’s operations budget. Staff said there would be no General Fund impact and described CPFG as selected through a single-source process. The motion passed.

The Board also approved change order No. 10 with Catch General for the Hanford and Lemoore libraries remodel, authorizing the Public Works director to sign it. The $84,228 change order covers demolition and abatement, roof replacement, HVAC roof-curb framing and plywood, and roof-drain installation at the Hanford branch; staff said it is fully covered by a state grant. Staff attributed prior changes largely to unforeseen conditions in the existing buildings, and a public commenter raised questions about cumulative costs and oversight, citing an overall project amount of approximately $12.95 million. The change order was approved. During public comment, IHSS caregivers and supporters urged the Board to pursue higher wages and benefits in contract negotiations; no wage proposal or related spending action was taken at this meeting.
