The County of Orange, through OC Waste & Recycling, seeks a qualified firm to develop and implement a Multi-Family Education, Compliance, and Enforcement Plan supporting California SB 1383 requirements for multi-family residential properties throughout Orange County. Work includes field-based outreach and education, compliance assistance, site monitoring and inspection, enforcement support under OCWR direction, stakeholder coordination, and program data and reporting. The program also supports AB 341, AB 1826, AB 827, and other applicable solid-waste requirements, and includes promotion of OCWR’s Free Mulch and Compost Program.
