The U.S. Coast Guard Aviation Logistics Center is seeking repair and evaluation services for aviation components under solicitation 70Z03827QB0000015.
- **Government buyer:** U.S. Department of Homeland Security, U.S. Coast Guard, Aviation Logistics Center (USCG ALC).
- **OEMs and vendors:** No OEM, repair vendor, or other commercial vendor is named. The work references OEM performance specifications but does not identify an OEM.
- **Requested items and services:**
  - **Electrovalve**, NSN 4810-14-448-1714, part number **6910A01**: base quantity 1, with an optional quantity of 15 in the SOW. Repair includes test and evaluation and return to ready-for-installation condition.
  - **TRANSFER PUMP**, NSN 4320-14-424-8184, part number **2180F02**: base repair quantity 3, with an optional quantity of 10, for a maximum of 13.
  - Test and evaluation of components found Beyond Economical Repair (BER): quantity TBD for the transfer pump; the contractor is to quote evaluation and return charges. The Coast Guard will not pay a scrap fee.
  - The solicitation terms also describe an option to increase electrovalve repair services by up to 10, for a maximum of 13. This differs from the SOW’s electrovalve option of 15; the solicitation documents therefore show inconsistent optional quantities.
- **Notable requirements:** Electrovalve test and evaluation is due within 15 calendar days after receipt, and repair is due within 60 calendar days. Work requires an approved repair facility and applicable aviation repair certifications, airworthiness and quality controls, traceability, and maintenance documentation. BER or repair-for-inspection (RFI) findings require reporting and appropriate return handling. The solicitation also calls for technical capability and applicable repair methods or OEM authorization evidence.
