The Department of Veterans Affairs is seeking blood products and transfusion-related support for North Texas VA facilities through a proposed sole-source contract with Carter BloodCare.
- **Buyer and purpose:** VA Network Contracting Office 17, for the North Texas Veterans Health Care System (VANTHCS), Pathology & Laboratory Medicine Service; services support the Dallas VA Health Care Center and other North Texas locations.
- **Procurement approach:** Notice of intent to award Carter BloodCare a single-award, firm-fixed-price IDIQ. The VA will consider capability information from responsible alternative sources; this notice is not a request for quotations or proposals.
- **Scope:** Blood components, specialized blood products, processing and storage, transfusion and reference-laboratory testing, sample pickup, and therapeutic phlebotomy. Estimated annual requirements include 4,056 leukocyte-reduced red-cell units, 416 leukocyte-reduced apheresis platelet units, 350 plasma units, and other specialized products and services.
- **Key requirements:** Products must meet AABB/FDA requirements. The statement of work calls for urgent and 24-hour delivery, a nearby distribution facility, and contractor-provided personnel, transportation, equipment, materials, and supplies. Therapeutic phlebotomy is available Monday through Friday at multiple North Texas locations.
- **Period:** Five annual ordering periods, with a base period of May 1, 2027–April 30, 2028, and four subsequent 12-month periods through April 30, 2032. The statement of work anticipates a 5% annual fee increase. Quantities are estimates, not guaranteed orders.
- **Quantity caveat:** Some attachment estimates differ for frozen blood storage, STAT reference testing, Zone 2 sample pickup, and therapeutic phlebotomy. The line-item list uses the notice’s X-coded estimates and identifies the alternate statement-of-work quantities where applicable.
