FermiForward is seeking a general contractor to rebuild and modernize Fermilab’s Kautz Road Substation, a critical power facility.
- **Buyer and project:** Fermi Forward Discovery Group, LLC (FermiForward), operating Fermilab for the U.S. Department of Energy’s Office of Science; the work is managed through Fermilab’s ISD Engineering and FermiForward Construction Management functions.
- **Requested work:** One general construction subcontract for UIP Subproject 2, covering demolition, substation and control-building upgrades, electrical distribution, civil/site work, structural work, installation, testing, commissioning, and closeout.
- **Major equipment:** FermiForward will furnish a 345 kV/13.8 kV transformer for T85, a 345 kV circuit breaker for CB-119, and a prefabricated control house for contractor installation. No equipment manufacturers or OEMs are named in the provided materials.
- **Other specified equipment:** Four medium-voltage cable bus systems, one each for Runs 1–4 (T-87, T-88, T-86, and T-85), rated 13,800 V and 3,200 A. No manufacturer part numbers are provided.
- **Construction details:** Work includes foundations and basement construction; low- and medium-voltage systems, feeders, harmonic filters, standby generation, and 345 kV yard equipment; plus utility, pavement, drainage, and other site improvements. An alternate covers replacing existing CCVT 119-1 and 119-2 rather than retaining them.
- **Notable requirements:** BIM at LOD 400, LiDAR-based coordination, a minimum 50% construction-waste recycling target, safety and quality oversight, and work coordinated with Fermilab’s accelerator shutdown. The anticipated shutdown period is about two years, with phased access, construction, facility-use, and completion milestones.

### Description

This scope of work is to rebuild and renovate the Kautz Road Substation (KRS), which is UIP subproject SP-2. The KRS supplies electricity to various lab buildings and systems. These systems serve both conventional facility needs, as well as process utility requirements. It is vital to Fermilab’s mission that KRS be revitalized and expanded, ensuring the ability to serve existing and future loads.

The General contractor shall furnish all required supervision, labor, materials, tools, plant and appurtenances necessary to perform diligently and fully all work as described in the drawings and technical specifications. All work includes transportation, overhead, bonding costs, safety oversight, quality control oversight, and supervision as required to construct the project described in the drawings, technical specification and the detailed description contained herein.

The critical schedule constraint for construction of this project is Fermilab’s accelerator shutdown, with an anticipated scheduled start on January 1, 2028, and anticipated end date of January 1, 2030- these dates may change depending on the needs of the Lab. The General Contractor must start their on-site efforts, and complete the construction scope under this contract, within the shutdown window.

This project includes the following milestones:

Milestone 1 – 60 Calendar Days after issuance of Notice to Proceed (NTP). This milestone is intended for completion of necessary submittals and RFIs, approval of shop drawings for fabrication and procurement.

Milestone 2 – 4th January 2028; This milestone marks the point where access is permitted inside Kautz Road Substation yard and construction work may begin.

Milestone 3 – 31st of March 2028; This milestone marks the completion of building foundation and ready for placement of the new prefabricated control house building (provided by FermiForward).

Milestone 4 – 2nd July 2029; This milestone marks the formal issuance of an Authorization for Use and Possession (AUP) of the KRS Substation facility, including all remedial work following removal of site trailers, but not including seasonal work and all final punch list items addressed..

Milestone 5 – 30th September 2029; This milestone marks the completion of the project.
